mata-cap
The shared mID capability/authorization foundation for MATA's API-first control-plane tools (Maestro, Iron Bank, …). One `Capability`/`Caller`/`authorize` model so every isolated service gates the same way — `did:mata` identity (verified by kms-verifier at the edge) → scoped capabilities → typed `authorize` chokepoint. Dependency-light (serde + thiserror).
