Headless email + one-time-code sign-up/sign-in for Rust services — the open sibling of mid-signin for users who do not (yet) hold a MATA DID. A pure core: HMAC-committed six-digit codes, attempt/TTL/resend policy, a tenant-scoped user model with optional DID linking, and a mata-sign attestation any backend verifies offline.
