Agentics.Extensions.Aspire.Declare
AddAgenticsDeclare — an AppHost declares which parameters it needs and what kind of credential would satisfy them, so a tool outside can fill them from what the developer is already signed in to. Adds one dependency-free pipeline step that starts nothing; `pks aspire run` reads it and starts the real run with the answers already in the environment, so no key is pasted, prompted for, or written to user secrets.
