Identity-bound TLS for Sidewinder access: a self-signed certificate whose ephemeral leaf key is signed by an Algorand Ed25519 identity, verified peer-side against an on-chain membership set, plus the endpoint-discovery codec. Shared by the Sidewinder node/server side and the sidewinder_ops client.
