provcheck DLC framework: offline-verifiable Pro (seat) licenses + add-on pack metadata. Apache-2.0 framework; packs carry their own license (the Pro Watermarking pack bundles the BUSL-1.1 Backfire + Mellin tools). Ported from Lysn.fm; the license wire format is byte-identical so one seat verifies in either app.
