Tier 2/3 ML image ops (background removal) — the implementation behind the `cindy` plugin worker. Its ONLY consumer in the tree is `crates/yah/cindy` (R552-F8): `yah` and `agent-tools` carry Tier 1 and cannot reach tract-onnx at any feature combination. Part of the three-tier yah-image surface (A038, R110-F4).
