cerulion_wireclient
cerulion_wireclient — the desk-side `cerulion/wire/1` client substrate (CER-837): the control vocabulary (WireRequest/WireResponse/StreamPreamble), the dial-config parsers (eid/addrs/desk key/account), and the connectd session-driver re-inject reader (`run_topic_reader`). Extracted from `cerulion_connectd` so `cerulion-netd` can reuse the vocabulary + parsers with no `netd → connectd` cyclic edge (netd's WAN plane drives its own re-inject loop; the shared element is cerulion_core's `reinject_raw` primitive).
